The state's utility consumer advocate says a decision by state regulators Wednesday is a “substantial victory” for customers of Indiana American Water Company. The Indiana Utility Regulatory Commission denied the company's request for an increase of more than 8 percent in its annual operating revenues, granting a 1 percent increase instead.
