A federal mandate to implement a GPS controlled system for all freight and passenger trains is scheduled to take place by the end of 2015, but there is no federal funding for the project, and so the question becomes, “how to fund it?” Gerald Hanas, General Manager of the Northern Indiana Commuter Transportation District, informed the NICTD board during their meeting Wednesday that “Positive Train Control”, or PTC, is a system that has never been done before, and is meant to minimize human error to avoid collisions. Hanas says the project could cost the District about 35-million dollars. He also stated that while they are in the process of trying to restructure bonds to finance it, the implementation date may moved to a later date.
