On day two as governor, Mike Pence had his very first two-year budget presented to state lawmakers, a plan that includes cutting the current personal income tax rate in the Hoosier state by ten-percent. The 29-billion dollar proposal includes one-percent funding boosts to elementary, high school and higher education, and proposes to a change to the state's automatic taxpayer refund law, redirecting the state’s surplus from state pensions to transportation needs.
